[Morello] Stop using cvtp for jump tables.

Having PCCBO enabled in purecap is not a configuration
that we support.

As far as I can tell enabling this bit also requires DDCBO
to be enabled, and furthermore requires that the base of
DDC be equal to the base of PCC. This would break cross-DSO
calls in purecap.
